Tipp City Concrete and the Sidewalk Program

Tipp City runs an organized sidewalk and curb repair program, and many calls we get as concrete contractors in Tipp City start with a painted square in front of a house. The city makes property owners responsible for the sidewalks and curbs next to their property. Each year it picks one area for inspection, usually a part of the city that is being or will be resurfaced. Inspectors mark sections with black paint when the city will handle the work and white paint when the owner is responsible.

What gets marked

The city's program page lists the deficiencies inspectors look for:

  • sections that have sagged or risen more than one inch from their original position, where the inspector finds a drainage or safety problem
  • misalignment at joints
  • badly deteriorated surfaces where the aggregate can be scratched away
  • missing sections or horizontal gaps between sections

Owners who disagree with a marking can ask the City Engineer to review it, and the engineer makes the final call.

If you hire your own contractor

Owners can use the city's contractor or hire their own. An owner-hired contractor must get a permit within 30 days of the official notice and finish within 30 days of the permit. The contractor posts a performance bond kept on file for 12 months, provides insurance naming the city as an additional insured, and passes a pre-pour inspection and a final inspection. We handle that paperwork and timing, and if you also want your driveway or front walk done, we can schedule it in the same visit.

Canal-era roots

John Clark platted the town in 1840 as Tippecanoe City, along the developing Miami and Erie Canal, and named it for William Henry Harrison's nickname. It later merged with neighboring Hyattsville, and in the 1930s the postal name was shortened to Tipp City. The Old Tippecanoe Main Street Historic District keeps the downtown's 19th-century look. Homes near downtown often have narrow walks, old stone or brick steps and detached garages, and new concrete there should look settled and simple.

Newer neighborhoods

The city grew from 6,027 people in 1990 to 9,221 in 2000 and 10,274 in 2020, with 4,373 housing units. Homes from that growth are now 25 to 35 years old, and their driveways are starting to show cracked aprons and settled panels. Patios from those years are often modest, and many owners now want them enlarged.

Tipp City Questions

What does white paint on my Tipp City sidewalk mean?

White paint marks sections the owner is responsible for. Black paint marks sections the city will handle. You will receive a notice with the required work and your options.

How long do I have to get the work done?

If you hire your own contractor, the permit must be obtained within 30 days of the official notice and the work finished within 30 days after the permit is issued.

Can I dispute a marking?

Yes. The city lets owners ask the City Engineer to review the inspector's marking, and the engineer's decision is final.
